Department H is the offical Mutant Department. Department K is more secretive, more likely to be linked to Weapon X and may possibly be the Organisation Logan works for In Shadow Society.
Plus I think Department H was strictly a Canadian operation and Department K was connected to S.H.I.E.L.D. and more international.
